HPD violation checklist from repair to certification follow-up
A practical workflow for NYC owners to organize an HPD violation, correction and certification dates, repair assignments, evidence, and official status checks.

Read the specific notice before assigning the work
HPD's Notice of Violation identifies correction and certification dates and may include special instructions. The agency uses Class A for non-hazardous violations, Class B for hazardous violations, and Class C for immediately hazardous violations. Specific conditions can have different procedures and timing, so use the actual notice and current HPD guidance rather than a generic deadline copied from another property.
Start the operating record with the building, violation identifier, condition, location, recorded status, and source document. Keep the agency wording available even when you add a plain-English summary for the repair team.
Assign repair and certification follow-up separately
The person repairing a condition and the person reviewing a certification are performing different tasks. Name the owner of each task and record the handoff. This helps a manager distinguish work still underway from documentation waiting for review.
- Save the notice and confirm the affected location.
- Record the correction and certification dates from the notice.
- Assign the repair, access coordination, and approval decisions.
- Name the person who will review the required certification or dismissal process.
Build an evidence packet around the condition
Preserve relevant before-and-after documentation, work descriptions, vendor records, and other materials needed for the specific condition. A photo alone may not satisfy an agency's documentation requirements. Check those requirements before telling the team that the packet is complete.
Keep source documents, working drafts, and actually submitted materials distinguishable. If a document changes during review, preserve enough history to explain what the responsible person ultimately used.
Check the permitted route and retain the receipt
HPD provides paper and electronic certification processes, with restrictions and additional documentation for certain violation types. Review the applicable route for the specific notice. HPD also describes separate procedures for violations that were not timely certified or need further review.
Once the responsible person completes the official step, retain the actual submission evidence. A prepared form, a sent message, and an accepted or closed agency record should have different labels in your team's history.
Close the repair and verify the agency record
A repaired condition can coexist with an open agency record. Review repair completion in the work order, then verify the official matter separately. If the record remains unresolved, assign the next action instead of hiding it inside a completed repair.
